Key facts for Guyana machinery buyers, as of October 2026

— A UK or EU HS-2022 code needs mapping to Guyana's applicable tariff line.

— Many core Chapter 84 machinery lines are marked Free in GRA's HS-2017 schedule, subject to classification and a current-rate check.

— Agricultural-use and other tractor lines do not all receive the same treatment.

— Guyana's statutory VAT rate is 14%.

— Capital-equipment VAT zero-rating depends on the buyer's industry, machine and actual use.

— Policy 6 restricts leasing, sale or transfer within five years of first registration, subject to GRA's decision for the buyer's use.

Confirm the current tariff line, VAT eligibility, exemption-letter procedure and use or transfer conditions with GRA through your own licensed broker before purchase.

Is machinery duty free in Guyana?

Some machinery lines are marked Free, but that is not a universal answer. As of October 2026, Guyana's available GRA schedule applies HS-2017 lines. A UK or EU HS-2022 code must not be assumed to map one-for-one.

The schedule marks the specified 8426.19, 8426.20, 8426.30, 8426.41, 8426.91 and 8426.99 lines as Free. It also marks 8427.10, 8427.20 and 8427.90; 8429.11–.59; 8430.41–.50; and the specified 8432 and 8433 farm-implement lines as Free.

Those references are a classification pattern, not permission to generalise from a four-digit heading. Give the machine's full specification and overseas code to the buyer's broker. Ask the broker or GRA to identify the current tariff edition, map the exact eight-digit Guyanese line and verify the live rate.

What duty applies to tractors and road-going machinery?

As of October 2026, GRA's HS-2017 schedule marks tractors for agricultural use Free. It marks other tractor lines at 5% and road tractors at 5%.

The description and intended use therefore matter alongside the tariff number. The buyer's broker should verify the exact tractor line, qualifying use, current schedule and any preference before the buyer relies on either treatment.

Do not extend those tractor entries to unrelated machines. The current tariff treatment of crushers and screeners under 8474, and generator sets under 8502, is not settled.

Ask the broker or GRA for the exact eight-digit line and live rate for those machines. A claimed duty saving should never replace independent verification of the seller.

When is machinery zero-rated for VAT?

Customs duty and value added tax are separate decisions. As of October 2026, Guyana's statutory VAT rate is 14%. Schedule 1 paragraph 9 of the VAT Act provides for zero-rating of capital equipment and machinery used in mining, forestry, agriculture and manufacturing.

The buyer's industry label does not settle the outcome. GRA must assess the buyer, the actual machine and its intended use. Whether construction equipment qualifies is unresolved because the VAT Act includes construction while a GRA page omits it.

The procedure also needs a written answer. GRA's zero-rating page and Policy 6 conflict on whether a Commissioner-General exemption letter is required. Ask GRA through the buyer's broker before shipment and obtain the letter where required.

Policy 6 says qualifying equipment must be used directly by the approved person. It must not be leased, sold or transferred within five years of first registration. GRA must assess that condition against the buyer's intended ownership, actual use and first-registration date.

Free duty is not the same as zero-rated VAT. Obtain a separate written answer for the tariff line, VAT eligibility, exemption-letter procedure and transfer condition.

What enters the customs value and VAT base?

As of October 2026, the import VAT base is the customs value plus freight and insurance not already included. Customs duty, excise tax and any other fiscal charge are also included.

The Fifth Schedule separately excludes buying commissions from additions to transaction value. It defines a buying commission as a fee paid by an importer to its agent for representing the importer abroad.

That statutory definition does not decide whether a particular service payment qualifies. Give the agreement, invoice description and transaction structure to the buyer's broker or GRA for a written assessment. Do not assume that the name on an invoice settles the customs treatment.

Pre-purchase checklist

Use these requests for the exact buyer, machine and transaction:

— Give the broker the full specification and overseas code for current eight-digit mapping.

— Obtain the live duty rate in writing rather than generalising from another line.

— State the buyer's industry and the machine's actual use for the VAT decision.

— Resolve whether a Commissioner-General exemption letter is needed before shipment.

— Test the five-year lease, sale and transfer condition against the buyer's plan.

— Ask whether any separately invoiced buying service fits the statutory buying-commission definition.

— Verify the commercial importer's taxpayer identification number and appoint the buyer's licensed Guyanese broker.

A person importing goods commercially when transacting with GRA needs a taxpayer identification number. An applicant for a Guyanese customs broker's licence must be a citizen of Guyana. Keep the buyer's importer record and broker appointment clear before the machine is committed.

Working with a buying agent who already does this

Euro Plant Finder can support the European sourcing, seller checks, inspection and export-side coordination. We can gather the machine specification, overseas classification and transaction documents requested by the buyer's adviser.

We do not give the Guyanese tariff ruling, lodge the declaration or clear the machine. The buyer's own licensed Guyanese broker handles that work. See how Euro Plant Finder's sourcing role remains separate from the buyer's local customs clearance.

Frequently asked questions

What is the import duty on machinery in Guyana?

The rate follows the exact tariff line. As of October 2026, GRA's available HS-2017 schedule marks many specified Chapter 84 machinery lines as Free, but a UK or EU HS-2022 code must not be assumed to map one-for-one. Give the machine specification and overseas code to the buyer's licensed Guyanese broker. Ask the broker or GRA to identify the current tariff edition, map the exact eight-digit line and verify the live rate before purchase.

Are excavators duty free in Guyana?

GRA's available HS-2017 schedule marks the specified 8429.11–.59 lines as Free. As of October 2026, that pattern is useful for screening a purchase, but it is not a final classification for every excavator. A UK or EU HS-2022 code cannot simply be copied into the Guyanese entry. The buyer's licensed broker must map the actual machine to the current eight-digit line and verify that the rate remains current before the buyer relies on Free treatment.

Are tractors duty free in Guyana?

Not all tractor lines receive the same treatment. As of October 2026, GRA's HS-2017 schedule marks tractors for agricultural use Free, while other tractor lines and road tractors are shown at 5%. The machine's design, use and exact line still matter. Ask the buyer's licensed Guyanese broker to verify the qualifying use, current schedule, eight-digit classification and any preference for the actual tractor before you use either rate in a purchase decision.

Is capital equipment zero-rated for VAT in Guyana?

It can be, but not for every buyer or machine. As of October 2026, the VAT Act provides zero-rating for capital equipment and machinery used in mining, forestry, agriculture and manufacturing. Construction scope and the need for a Commissioner-General exemption letter are unresolved because GRA materials conflict. Policy 6 also restricts leasing, sale or transfer within five years of first registration. Ask GRA through the buyer's broker for a written decision on the buyer, machine, use and process.

Are buying-agent fees included in Guyana's customs value?

The Fifth Schedule excludes buying commissions from additions to transaction value and defines them as fees paid by an importer to its agent for representing the importer abroad. As of October 2026, that statutory rule does not classify a particular service payment. The invoice description alone should not decide the point. Give the agreement and invoice structure to the buyer's Guyanese broker or GRA and ask whether the actual payment fits the statutory definition before using the exclusion.

Can Euro Plant Finder handle the Guyana customs side?

No. Euro Plant Finder can support sourcing, seller checks, inspection and export-side coordination. We can gather the machine specification, overseas code and transaction documents requested by the buyer's advisers. The buyer's own licensed Guyanese broker must classify the machine, advise on duty and VAT, lodge the declaration and clear the goods. We coordinate the European machine and export information with that broker, but the Guyanese tariff decision and customs clearance remain on the buyer's side.
