Key facts for Indonesia buyers, as of October 2026
— Importer eligibility centres on an Indonesian direct-user company and its API-P position.
— Machine age conditions depend on the exact tariff line.
— Used capital goods require machine-specific import approval and appointed-surveyor verification before shipment.
— Approval validity is tested against the BC 1.1 inward cargo manifest date.
— The buyer’s broker must establish the exact duty, tax and valuation treatment for the transaction.
Sources are listed at the end of this guide. The buyer’s Indonesian broker confirms importer eligibility, classification, approval and customs treatment; the appointed surveyor confirms the verification route.
Who is eligible to import used machinery into Indonesia?
Importer eligibility needs to be settled before an attractive machine becomes a commitment. As of October 2026, the direct-user route is an Indonesian company using its API-P eligibility. The buyer’s intended use and registration position form part of that assessment.
A generic importer-of-record service cannot replace the API-P direct user. A logistics label, seller assurance or intermediary’s general experience does not settle the named company’s position. The buyer needs a written answer tied to its company and the machine it will use.
The broker needs the buyer’s legal details, proposed use, location and machine description. The answer belongs with the purchase file. A change of buyer, end use or unit can make the earlier answer unusable.
The useful output is a short buying instruction that identifies the seller documents, fixed machine features, approval owner and stop point. This keeps an attractive machine from moving ahead while importer eligibility is open, and it gives the seller a focused request.
Our European machinery buying guide organises seller and condition checks. That work helps identify the unit accurately, but it does not decide importer eligibility.
We’d put the company name, intended use and serial number at the top of the purchase file, because those details keep the eligibility answer tied to the unit being bought.
Ask the buyer’s Indonesian customs broker and Trade Ministry to confirm the named company’s API-P eligibility, direct-user status and evidence pack before purchase.
How do the machinery age conditions work?
The tariff line comes before the age decision. As of October 2026, the permitted age depends on the exact line for the machine. No single excavator age cap applies across different units.
A dispensation framework exists for some goods outside the relevant annex, but access is not automatic. An older unit should not be bought on the assumption that an exception will follow. The manufacture year, plate evidence, proposed classification and age belong in the broker’s file.
The transfer position also needs planning. A restriction can apply to transfer or trading before five years, with exceptions to be checked for the transaction. That does not mean resale is permanently barred, and it does not make a transfer automatically permissible once five years have passed.
The seller’s machine category does not decide the age test. The broker needs the exact unit, proposed tariff line and manufacture evidence before the buyer relies on any age condition or dispensation.
We’d compare age answers only after the same broker has classified each machine, because two similar offers may sit under different annex rows.
Ask the Indonesian broker and Trade Ministry to confirm the applicable age condition, any dispensation route and later transfer treatment before purchase.
What import approval and surveyor documents are needed?
One machine description should anchor the approval and survey. As of October 2026, Indonesia uses an electronic, machine-specific import approval. Its particulars need to align with the surveyor report and customs declaration.
Used capital goods require pre-shipment verification by an appointed surveyor. The loading country and provider details are part of the route to settle before movement. The surveyor needs the serial details, model, year, condition, configuration and proposed loading location early enough to identify missing evidence.
The approval’s validity is tested against the BC 1.1 inward cargo manifest date. A valid-looking document therefore cannot be separated from the shipping plan. The broker and forwarder can work backwards from the approval period without treating an estimated movement as certain.
One reference sheet can serve the approval, survey and transport teams. It should keep the buyer name, seller name, make, model, serial number, year, configuration, loading point and destination port in the same order. Early mismatch warnings are easier to resolve while the machine is still with the seller.
A pre-purchase inspection helps you assess condition before committing. A commercial inspection can record condition and identity for the buyer, while the appointed surveyor follows the regulatory verification route.
We’d compare the serial number on the inspection record, approval data and survey request before collection, because a mismatch can delay both the purchase and the shipment.
Ask the buyer’s broker and appointed surveyor to confirm the approval particulars, validity, appointment, loading-country details and document sequence before shipment.
What duty, tax and customs value will apply?
Classification comes before figures. As of October 2026, the current duty rate must be taken from the exact eight-digit BTKI and INSW line. No generic used-machinery percentage applies.
Customs value uses a CIF basis and excludes a qualifying buying commission. Whether a commission qualifies is transaction-specific. Each inspection, cleaning and survey service therefore needs a clear invoice description for the broker’s review.
VAT and PPh 22 treatment, their calculation bases and any credit position need the buyer’s broker or accountant to assess. A headline rate cannot answer whether a cost enters value, which tax base applies or how the buyer treats the charge after import.
A useful written classification and valuation note identifies the tariff line, applied duty, customs-value additions, tax bases and documents supporting each conclusion. It helps the buyer test the purchase decision; it does not replace the declaration.
We’d compare machines only after the same broker has classified them and reviewed the invoices, so a lower purchase price is not mistaken for a lower border assessment.
Ask the Indonesian broker and the buyer’s accountant to confirm the exact line, duty, CIF adjustments, VAT and PPh 22 treatment before purchase.
Will SNI, quarantine or cleaning rules apply?
Conformity and biosecurity do not follow one route for every machine. As of October 2026, Indonesian National Standard, or SNI, requirements apply where a product-specific rule covers the machine’s tariff line. Coverage for the selected unit remains a broker and authority decision.
Cleaning, quarantine and brown marmorated stink bug measures are also shipment-specific. Indonesia’s quarantine authority, Barantin, should decide what applies to the machine, its previous use, origin, route and shipping date. Blanket fumigation should not be ordered without Barantin’s shipment-specific answer.
Visible contamination and clear photographs help the authority assess the machine. Any required inspection or treatment belongs in the loading plan before the seller prepares it for collection.
We’d put the plate, undercarriage, tyres and wood packaging in one photo set before the route is finalised, so Barantin’s answer refers to the machine actually being shipped.
Ask the buyer’s broker and BSN or Kemenperin to confirm SNI coverage, and Barantin to confirm cleaning, quarantine, inspection and treatment requirements before booking.
How should the machine be shipped from the UK or Europe?
The export side needs to stay tied to the Indonesian approval. As of October 2026, the approval names a destination port, and code-specific port restrictions may apply. The proposed gateway needs the broker’s approval before the forwarder commits space.
For a UK sale, zero-rating requires the seller to hold exit evidence within three months of the time of supply. EU stock follows the seller state’s separate VAT route. The exporter, invoice treatment, evidence and collection hand-off belong in the seller’s plan before transport starts.
The EU–Indonesia Comprehensive Economic Partnership Agreement was not in force in October 2026. That agreement cannot support a preference claim. A machine standing in a European yard also needs its actual origin established separately from its location.
Carrier acceptance, equipment, routing, the current schedule and destination arrangements depend on the measured unit. The forwarder needs the dimensions, weight, attachments and loading condition for a live plan that matches the approval, survey and delivery point.
Our buying-agent comparison explains the difference between agency support and buying directly from the seller. Whichever route you use, the buyer’s broker remains responsible for the Indonesian import declaration and clearance.
We’d put the approval port, survey location, measured dimensions and destination contact on one shipping sheet, because a route change can affect more than the freight booking.
Ask the buyer’s broker, seller and forwarder to confirm the port, machine acceptance, current route, export-VAT evidence and destination plan before booking.
The pre-purchase checklist
We’d stop the purchase at the first unanswered item and reopen the list if the buyer, machine, port or timing changes. Before you commit to a machine for Indonesia:
— Name the Indonesian direct-user company and obtain its written API-P eligibility answer.
— Record the exact unit, tariff line and manufacture evidence before relying on an age condition.
— Obtain the machine-specific import approval plan and appointed-surveyor sequence.
— Match the proposed shipping dates to the BC 1.1 manifest test for approval validity.
— Ask the broker and accountant for the exact duty, valuation, VAT and PPh 22 treatment.
— Check SNI coverage and obtain Barantin’s shipment-specific cleaning or quarantine answer.
— Agree the destination port, seller export evidence and live carrier plan before booking.
— Record any later transfer restriction or exception that matters to the buyer’s intended use.
Keep these answers beside the seller’s invoice and machine records. A change of importer, unit, condition, port or timing can affect more than one decision, so send the revised details to the relevant adviser before releasing a stop point.
Make the checklist a working purchase control, not a final-day formality. Add the person responsible, the evidence expected and the date needed beside each line. Separate conditions that must be cleared before payment from tasks that belong before loading. If an answer is verbal, ask the responsible adviser to put the machine-specific position in writing before you rely on it.
Working with a buying agent who already does this
Euro Plant Finder works on the sourcing and export side. We find machinery in the UK and Europe, check the seller, arrange inspection and coordinate machine details and export-side documents with the buyer’s advisers.
The buyer’s own Indonesian customs broker handles the import declaration and clearance. We coordinate with that broker’s request, but we do not act as the Indonesian importer or replace the buyer’s eligibility.
We’d bring the Indonesian broker into the conversation before the seller and forwarder finalise their paperwork, so every party works from the same unit and buyer details.

Can a company import used machinery into Indonesia?
As of October 2026, the route is an Indonesian direct-user company with the appropriate API-P eligibility. A generic importer-of-record service does not replace that direct-user position. Before agreeing a purchase, give the buyer’s company details, intended use and proposed machine to its Indonesian customs broker. The broker should establish the named company’s eligibility and evidence requirements, while the relevant authority decides any approval. Do not assume that a seller or logistics provider can cure an ineligible buyer.
Is there an age limit for used machinery in Indonesia?
No single age cap applies to every machine. As of October 2026, Indonesia’s age conditions depend on the exact tariff line. A dispensation framework exists for some goods outside the relevant annex, but it is not automatic. Record the manufacture year from the machine plate, obtain the exact BTKI line and ask the Indonesian broker and Trade Ministry route to verify the applicable age condition and any possible dispensation before the buyer commits.
What import approval and survey are needed?
As of October 2026, used capital goods require a machine-specific import approval and pre-shipment verification by an appointed surveyor. The resulting surveyor report must align with the approval and customs declaration. Approval validity is tested against the BC 1.1 inward cargo manifest date, so booking decisions cannot be separated from the approval dates. Ask the buyer’s broker and appointed surveyor to agree the machine description, loading country, provider, inspection scope and document sequence before shipment.
How much duty and tax applies to used machinery in Indonesia?
Do not use a generic machinery rate. As of October 2026, the exact BTKI and INSW eight-digit line must be checked for the selected unit. Customs value uses a CIF basis and excludes a qualifying buying commission, but qualification and treatment of inspection, cleaning and survey costs depend on the transaction. The buyer’s broker and accountant should confirm duty, VAT, PPh 22, valuation additions and any credit treatment before the figures are used in a purchase decision.
Does used machinery need SNI certification or fumigation?
Neither requirement should be assumed for every machine. As of October 2026, SNI applies only where the product-specific rule covers the machine’s tariff line. Cleaning, quarantine and brown marmorated stink bug measures also need a shipment-specific answer from Indonesia’s quarantine authority, Barantin. Ask the broker to check the exact line for SNI coverage and ask Barantin what cleanliness, inspection or treatment applies to the machine, origin, route and shipping date. Do not arrange blanket fumigation without that answer.
Can an EU machine claim trade preference in Indonesia?
No preference should be assumed merely because a machine is standing in Europe. As of October 2026, the EU–Indonesia Comprehensive Economic Partnership Agreement was not in force. The selected machine’s actual origin and any lawful preference route still need to be established separately. For UK stock, the seller’s export VAT evidence is also a different question. Have the Indonesian broker assess origin and tariff treatment, and have the seller confirm its own export and invoice requirements before collection.
Can Euro Plant Finder handle the Indonesia customs side?
The buyer’s own Indonesian customs broker handles the import declaration and clearance. Euro Plant Finder works on the sourcing and export side: finding machinery in the UK and Europe, checking the seller, arranging inspection and coordinating the export documents requested by the buyer’s advisers. We can keep the machine description, seller papers and loading information aligned with that request, but we do not act as the Indonesian importer, obtain the buyer’s API-P eligibility or lodge its customs declaration.
