Sources are listed at the end of this guide. Rules and rates change: confirm the ones that matter for your machine with your own clearing agent before you commit.
What must I confirm before buying used machinery for Ghana?
Begin with the buyer, the clearing agent and a precise description of the unit. Get the machine’s identity, attachments, intended use and proposed tariff classification into one file. Ask for written answers before committing to shipment. Keep an unresolved permission question visible instead of treating a seller’s willingness to export as an import decision.
Start by checking how to assess European construction plant, its seller and its condition. Ask for the make, model, serial number, year evidence and clear photographs. Give the same description to the clearing agent and any authority reviewing the unit, then update everyone if you change the selected machine or attachments.
I would separate three buying decisions: whether the unit suits the job, whether its condition is acceptable, and whether its import route is ready. Record who is answering each question. A good inspection report can inform your purchase, but do not ask it to stand in for the authority’s written eligibility or conformity decision.
A pre-purchase inspection can tie the serial details, condition, measurements and available documents together. Before payment, verify the overseas seller and bank details independently. Keep those buying checks alongside the import file so you can review the proposed transaction as a whole.
Which documents and registrations does a Ghana importer need?
Appoint the clearing agent early enough to specify the document pack. As of October 2026, the Ghana Revenue Authority (GRA) lists an original waybill or bill of lading, attested invoice and packing list. It also lists an Import Declaration Form from the Ministry of Trade, a Taxpayer Identification Number (TIN) or GhanaCard PIN, and required regulatory permits.
GRA says the clearing agent lodges the customs declaration. Its customs-agents page says the agent company must be wholly owned by an indigenous Ghanaian. It must also hold a one-year licence from the Commissioner-General. Ask for the appointed agent’s details when you identify the importer, rather than leaving the declaration handover until arrival.
The Ghana Shippers’ Authority says importers and exporters must register with it before shipment transactions are processed through the Integrated Customs Management System (ICUMS). Its page does not settle the start date or the route for a private, one-off or non-resident importer. Ask the Authority and your licensed clearing agent to confirm the registration route and current requirements for the actual buyer.
Make a document checklist with the agent and put a person’s name beside each requested item. Ask the seller which originals and supporting records are available before agreeing collection. Check that the machine description remains consistent across the invoice, packing information and authority enquiries. Flag missing or contradictory details while the seller can still answer them.
Keep a separate list of permits requested for the selected equipment. Do not treat a document list for a general consignment as an answer to an excavator or conformity question. Ask the clearing agent to review the complete file against the actual machine before you tell the forwarder it is ready to move.
How are machinery duty and import VAT assessed in Ghana?
Get a written assessment for the machine rather than choosing a percentage from a broad category. As of October 2026, GRA publishes duty bands of 0%, 5%, 10%, 20% and 35%. Its description places capital goods in the 5% band. The page does not map your used machine to a Ghana eight-digit tariff line or rate.
Customs value needs its own supporting file. GRA says valuation primarily uses transaction value, the first of six valuation methods. It describes benchmark values as a risk tool rather than a substitute for transaction values. Its public notice does not address buying commission, wash-down or third-party payment, so do not decide those items’ treatment by their invoice labels.
For value-added tax (VAT), GRA’s site labels the standard rate as 15%. That label does not establish the complete statutory treatment of an individual import. Its undated imports page describes the import value as the value for customs duty plus import duties and other taxes that may be chargeable. The declaration-date rate and current statutory base still need checking.
The tariffs page also names the National Health Insurance Levy (NHIL), GETFund and several other charges. These include examination, African Union and ECOWAS levies, processing, Special Import Levy, Import Levy, interest and State Warehouse Rent. It does not give a machine-specific combination, rates or bases there. Do not add every named charge to a purchase calculation without an assessment.
Agricultural machinery needs a further check. GRA’s exemptions page lists machinery designed for agriculture among exempt goods and says exempt goods are also exempt from NHIL and GETFund. The page cites the older VAT Act. That is not enough to conclude that the selected tractor or implement qualifies under the law in force.
Ask your licensed clearing agent or GRA to confirm the exact classification, transaction-date rates, statutory bases and applicable relief. Request the ICUMS assessment and the treatment of separately invoiced services. Keep that response beside the purchase documents so the assumptions remain clear when comparing machines or discussing the transaction with your accountant.
Does used machinery need EasyPASS or local marine insurance?
Resolve conformity and insurance before you commit the machine to a shipment. As of October 2026, Ghana Standards Authority material conflicts on whether EasyPASS is mandatory for the actual used machine. Its 2026 sheets call application mandatory from 1 July 2026 by shipment date and include machinery chapters. Its article dated 22 July 2026 calls the scheme optional.
If EasyPASS applies, the Authority’s sheets say the exporter applies and pays. They say destination inspection is not allowed and the outcome is a Certificate of Conformity or a Non-Conformity Report. They do not state validity or timing. Do not assume that a missing pre-shipment answer can be resolved after the unit arrives.
Send the Ghana Standards Authority’s EasyPASS Unit and your clearing agent the exact machine details. Ask them to confirm applicability in writing, then ask the Authority or its appointed body for the current route, timing and evidence. Make sure the seller sees those instructions before collection or inspection dates are agreed.
Marine cover is a separate requirement. Official Ghana material says import insurance must come from an insurer licensed by the National Insurance Commission (NIC). GRA gives 1 October 2026 as the start date, while the Ghana Shippers’ Authority gives 1 February 2026. The material does not state whether foreign cover also counts.
Ask your clearing agent, an NIC-licensed insurer or GRA to confirm the current verification route and treatment of any foreign policy. Keep the insurance response separate from the EasyPASS response. Do not describe a shipment as ready until the people responsible for both have answered for the unit and the proposed movement.
Can I import a used excavator into Ghana?
Settle authorisation before shipment. As of October 2026, Ghana’s Presidency says no excavator should be imported or shipped without prior authorisation. The relationship with the listed 2019 temporary ban and the application route remain unsettled. Ask the importer, Ministry of Transport, licensed clearing agent and carrier to confirm current eligibility, procedure and acceptance in writing. Use our Ghana excavator import-permit guide for this separate decision.
What cleaning and age checks can affect used equipment?
Ask about plant health before the seller prepares the machine. As of October 2026, the Plant Protection Act 2010 requires an import permit and phytosanitary certificate for plants, plant material or conveyances. It also says soil and packaging material must enter through a designated port. Whether a used machine is a conveyance for this purpose is unsettled.
Send the machine and packaging details to the Plant Protection and Regulatory Services Directorate (PPRSD) and your clearing agent. Ask them to confirm whether the cleaned unit needs a permit, certificate, inspection or treatment. Do not turn washing advice into a published soil threshold or assume that the same answer covers every form of packaging.
Give the seller the written instructions before washing and packing. Ask for clear photographs that show the condition after preparation, including areas that were difficult to inspect. Keep the images with the machine’s serial and identity details. If an area could not be accessed, flag it for the authority rather than treating the photograph set as complete.
Age treatment requires a separate category decision. Ghana Standards Authority’s August 2026 notice prohibits used vehicles over 15 years old from 1 October 2026 and requires origin-country inspection. It does not mention heavy machinery, tractors or tippers. Its application to the selected unit remains unsettled; ask the Authority and your clearing agent for a written answer.
Give them the model and year evidence, the proposed code and a clear description of how the equipment will be used. Ask the question about your actual unit, without extending a vehicle notice by analogy. Keep that response with the conformity file and check it again if you select a different machine.
How do I prepare and ship machinery from the UK or Europe?
Agree the seller’s export-VAT arrangements before payment. As of October 2026, a UK VAT-registered seller may zero-rate an export only if the goods leave the UK. The seller must hold valid export evidence within three months of the time of supply. For an indirect export, the seller may request a VAT deposit until it receives the evidence.
For a container-route lead, CMA CGM’s July 2026 announcement describes KORA EXPRESS linking Southampton, Vlissingen and Antwerp with Tema. It announced a first Southampton sailing in August 2026. That announcement does not establish a current sailing or acceptance for your machine. Treat it as a starting point for a carrier enquiry.
Send measured length, width, height and weight with the machine’s configuration and attachments. Ask the carrier or forwarder to confirm a live sailing, required equipment, measured-unit acceptance and receiving window. Get the answer in writing before agreeing collection, and pass the same details to the importer’s clearing agent.
Compare UK and mainland-European stock on specification, documents and support as well as price. Put the seller’s export-evidence request into the handover plan. Ask who will supply each document after departure, and keep those responsibilities visible when arranging the collection.
I would review the complete shipment file once more before the machine moves. Match the serial, dimensions, attachments and destination against the written answers already obtained. Where something has changed, send the revision to the relevant party. Do not rely on an acceptance given for a different configuration.
The pre-purchase checklist
Gather these answers before committing to a machine for Ghana:
— Name the importer, collect its identification and Shippers’ Authority registration details, and appoint its licensed clearing agent.
— Give the agent the machine description, serial and year evidence, attachments and proposed code for classification and an ICUMS assessment.
— Obtain the Ghana Standards Authority’s written EasyPASS answer for the exact used unit and pass its instructions to the seller.
— Ask how the NIC-licensed marine policy will be verified and whether any overseas cover is recognised.
— Ask PPRSD about the cleaned machine and packaging, then arrange the preparation and evidence requested.
— For a road-going unit, tractor or tipper, obtain the separate age and inspection answer before relying on the vehicle notice.
— For an excavator, hold the written authority and carrier answers before shipment and use the dedicated permit guide.
— Obtain a current shipping offer and acceptance for the measured unit; agree the UK seller’s export-evidence arrangements before payment.

What documents do I need to import machinery into Ghana?
As of October 2026, GRA lists the original waybill or bill of lading, attested invoice, packing list, Import Declaration Form, TIN or GhanaCard PIN and required permits. The clearing agent lodges the declaration, and the Ghana Shippers’ Authority requires registration before shipment transactions are processed through ICUMS. The private, one-off or non-resident registration route remains unsettled. Ask the Authority and your licensed clearing agent to confirm the buyer’s route and document pack.
How much import duty is charged on used machinery in Ghana?
There is no machine-specific rate established by GRA’s general bands. As of October 2026, its tariffs page lists 0%, 5%, 10%, 20% and 35%, with capital goods described under 5%. That does not classify your excavator, loader or tractor. Ask the licensed clearing agent for the actual Ghana eight-digit line and ICUMS assessment. Obtain the transaction-date VAT rate, statutory base and applicable charges alongside the duty answer.
Does used machinery need EasyPASS before shipping to Ghana?
As of October 2026, applicability to the actual used machine is unsettled because Ghana Standards Authority materials conflict. Its 2026 sheets describe mandatory application from 1 July by shipment date, while its 22 July article calls the scheme optional. If applicable, the sheets place the application with the exporter and prohibit destination inspection. Ask the Authority’s EasyPASS Unit and your clearing agent for a written machine-specific answer before shipment.
Do I need Ghanaian marine cargo insurance?
As of October 2026, official Ghana material requires import marine cargo insurance from an NIC-licensed insurer. The commencement dates conflict: GRA gives 1 October 2026, while the Ghana Shippers’ Authority gives 1 February 2026. Whether foreign cover also counts is not stated. Ask your clearing agent, an NIC-licensed insurer or GRA to confirm the current verification route and the treatment of any existing overseas policy before shipment.
Can I import a used excavator into Ghana?
As of October 2026, the Presidency says no excavator should be imported or shipped without prior authorisation. Its relationship with the listed temporary ban and the application route remain unsettled. Obtain written answers from the Ghanaian importer, Ministry of Transport, licensed clearing agent and carrier on current eligibility, procedure and acceptance before shipment. Our Ghana excavator import-permit guide covers this decision; do not assume permission follows from finding a seller.
Does a used machine need cleaning or a phytosanitary certificate?
As of October 2026, the Plant Protection Act requires a permit and phytosanitary certificate for plants, plant material or conveyances. Soil and packaging material must enter through a designated port. Whether a used machine is a conveyance for this purpose remains unsettled. Ask PPRSD and your clearing agent to confirm the requirements for the cleaned machine and its packaging. Arrange washing and photographs to match their instructions before collection.
Can Euro Plant Finder handle the Ghana customs side?
Euro Plant Finder handles sourcing and export coordination: finding the machine, checking the seller, arranging inspection and preparing the export-side handover. The buyer’s own licensed clearing agent files the customs declaration through ICUMS and handles Ghanaian clearance. We work with that agent so the seller receives its document requests before collection. The importer and relevant authorities settle the permission and conformity questions; our role is to coordinate the buying side.
