Key facts for Jordan buyers, as of October 2026

— The standard general sales tax rate on imports is 16%.

— The import sales-tax base includes customs value plus other import fees and taxes due before clearance, the Special Tax included.

— Imports need proof of origin through an invoice origin statement or a separate certificate.

— UK export zero-rating requires goods to leave the UK and valid export evidence within three months of the time of supply.

— Jordan Customs’ published tariff showed different machinery tax treatments; the machine’s exact current line still needs checking.

Can I import this used excavator, loader or tractor into Jordan?

We'd start the buying decision only after the eligibility question describes that unit and its intended work. As of October 2026, whether an age or condition restriction applies to a used excavator, loader, crane, telehandler or agricultural tractor remains unsettled. A road-vehicle rule or a seller's willingness to export does not answer the plant question.

The useful answer concerns the exact model and year. It can therefore change when a buyer substitutes another unit, even if both machines have a similar general description. Keeping that distinction visible helps the buyer avoid treating an answer about one configuration as permission for another.

List 1 item 127 of the Importation Instructions names “Water exploration equipment (excavators)” for a Ministry of Water and Irrigation licence. Its reach to an ordinary excavator is not established. The machine's intended work belongs beside the specification because the published wording does not settle every excavator's treatment.

A pre-purchase inspection can record the serial details, type plate, condition and configuration used for the enquiry. Our buying-agent comparison explains how that commercial review sits alongside authority decisions; neither replaces the other.

Before committing, check the exact model, year, classification and age treatment with Jordan Customs or the buyer's Jordanian broker, and any water-exploration licence treatment with the Ministry of Water and Irrigation and the broker.

Who can import the machine and arrange customs clearance?

We would settle the proposed importer before the seller fixes the buyer's identity on final documents. As of October 2026, Article 4(a) of the Importation Instructions links the importer's card to an item requiring an importation licence. That does not establish the card requirement or private-buyer eligibility for this machine.

The purchase can look ready while the buyer's filing route remains unresolved. Importer eligibility, registration and the declaration route are related questions, but the published wording does not make them interchangeable. A broker's involvement also does not by itself prove that a particular buyer qualifies.

Customs Law Article 164 permits owners or their employees who meet the Director's terms, as well as licensed clearance agents, to declare goods. The conditions for owner filing need checking. This provision neither creates a universal broker requirement nor establishes automatic permission for an owner to file.

For the buyer, the practical consequence is that the invoice identity and customs plan should describe the same transaction. Euro Plant Finder coordinates sourcing and the export-side handover with the buyer's advisers; the buyer's own Jordanian broker handles the customs declaration and clearance.

Before final papers are issued, check importer eligibility, registration and any card requirement with the Ministry of Industry, Trade and Supply and the buyer's broker, and the filing route with Jordan Customs or that broker.

What duty and sales tax apply to used machinery in Jordan?

We would compare machines only after the tax answer is tied to the actual unit and buyer. As of October 2026, Jordan Customs' published tariff showed 0% duty on the displayed 8429 earthmoving lines and on displayed tractor, 8432 and 8433 lines. Its limited displayed lines and “last updated 2020-2021” footer mean the current eight-digit classification and rate still need checking.

Article 6 of the General Sales Tax Law sets the standard general sales tax rate on importation at 16%. Jordan Customs' published tariff showed 0% general sales tax for agricultural tractor lines 8701.93–.95 and headings 8432 and 8433. The same update-footer caveat applies, so this is not a blanket tractor exemption or a current treatment promised for a different unit.

Customs Law Article 28 uses transaction value, subject to its conditions. Article 28(F)(7) and (8) add transport, loading, handling and insurance to the port or place of importation. Those statutory additions make the proposed movement and its records relevant to the customs assessment, rather than merely to the freight booking.

Article 15(c) bases import general sales tax on the customs value plus other import fees and taxes due before clearance, the Special Tax included. General sales tax is due at clearance and release requires payment under Articles 9(d) and 26(b). Article 26(d) allows deferral by the Director's instructions, but the buyer's eligibility and conditions remain unresolved.

A broad machinery description or a published screen cannot produce the live assessment for a selected purchase. For a farm purchase, our guide to buying a used tractor sight-unseen covers the machine decision that sits beside these Jordan checks.

Before relying on an assessment, check the exact eight-digit line, current duty, agricultural or standard sales-tax treatment, valuation additions, other import charges, payment requirements and any authorised deferral with the buyer's Jordanian broker, Jordan Customs or the Income and Sales Tax Department.

What origin documents and export VAT evidence do I need?

We'd agree the document route while the seller can still prepare the right wording. As of October 2026, Jordan Customs Notice 39 of 2025 requires proof of origin on imports through an invoice carrying a statement of origin or a separate certificate. The notice has been in force since 15 September 2025.

The exact certification, legalisation, invoice-translation and marking requirements for this machinery shipment remain unsettled. An origin document can satisfy the supported proof rule while still failing a shipment-specific instruction about authentication, Arabic wording or marking.

For a UK purchase, a VAT-registered seller can zero-rate an export only if the goods leave the UK and it holds valid export evidence within three months of the time of supply. That starting event matters to the seller's evidence timetable; an expected arrival date in Jordan is not the stated anchor.

Where the buyer's side arranges export, HMRC Notice 703 allows the seller to ask for a deposit equal to the VAT pending export evidence, refundable on proof. The seller's commercial approach and the sale's zero-rating eligibility remain matters for that seller and its tax adviser.

For the buyer, the practical question is how the origin papers and UK evidence handover fit the actual sale. A clear agreement identifies the document the broker needs and the evidence the seller expects without treating either party's requirement as the other's decision.

Before payment or final certification, check the origin, authentication, translation and marking route with the buyer's broker and relevant UK or EU chamber, and the invoice treatment, evidence and any deposit or refund process with the UK seller and its tax adviser.

Can I ship heavy machinery to Aqaba in a container or by RoRo?

We would base the transport choice on the measured unit rather than the name of a shipping method. As of October 2026, sailings run; the forwarder confirms the current schedule. The actual machine, dimensions, weight, configuration and fuel or battery state still need written acceptance for the proposed route and method.

Maersk update 51, dated 8 October 2026, accepted dry and in-gauge cargo to and from Aqaba and suspended out-of-gauge cargo. That dated status does not establish today's acceptance of a plant-sized unit or a Europe-to-Aqaba machinery sailing.

APM Terminals Aqaba offers an online quote facility for out-of-gauge and break bulk cargo. Terminal capability does not establish a carrier sailing for the machine. A Europe-to-Aqaba RoRo, flat-rack or breakbulk sailing for the proposed plant-sized unit is not confirmed.

The buyer needs one proposal that connects the selected machine, loading method, Aqaba handling and cargo cover. A change to an attachment or travelling configuration can alter that proposal even when the underlying machine is unchanged.

Before booking, check the named route, current schedule, measured-unit acceptance, method and fuel or battery treatment with the carrier or forwarder, terminal handling with APM Terminals Aqaba, and shipment cover with the cargo insurer.

What cleaning, fitted-tyre and electrical checks should I make?

We'd connect preparation work to the authority answer for the actual unit. As of October 2026, the soil-cleaning, phytosanitary-certificate and packaging requirements for the used machine remain unsettled. A photograph of a washed machine can describe condition, but it does not decide whether a certificate, treatment or wood-packaging record is required.

The treatment of used tyres already fitted to a machine is also unsettled. Rules for tyres imported as separate goods do not answer that question. This distinction matters when the seller is being asked to prepare the machine rather than supply a separate tyre consignment.

Whether an electrical-conformity or pre-shipment requirement applies to a used industrial genset, welder or motorised pump remains unsettled. Household and office appliance provisions do not settle the industrial machine's position.

For the buyer, these are three different decisions: plant-health preparation, fitted-tyre treatment and industrial electrical conformity. Keeping them separate makes it clearer which authority's answer affects the machine, its packaging or the evidence expected from the seller.

Before preparation or shipment, check cleaning, certificates, treatment and packaging with the Ministry of Agriculture's plant-protection team and the buyer's broker, fitted-tyre treatment with the broker and relevant authority, and any industrial electrical route with Jordan Standards and Metrology Organization and the broker.

Pre-purchase checklist

Before committing to the selected machine, gather these answers and assign the exporter-side tasks to the seller or forwarder:

— Send the make, model, year, serial evidence and intended use; obtain eligibility and any water-exploration licence answer.

— Establish the importer, card or registration position and the person lodging the declaration.

— Obtain the current eight-digit line, duty and agricultural or standard sales-tax treatment.

— Ask for valuation additions, import fees and taxes, payment requirements and any authorised deferral.

— Agree the origin statement or certificate, certification, translation and marking before final documents are issued.

— Provide measured dimensions, weight and fuel/battery details; hold written carrier acceptance, route and handling instructions.

— Obtain the cleaning, packaging, fitted-tyre and any industrial electrical-conformity instructions for the actual unit.

— Agree the UK seller’s VAT treatment, export-evidence handover and any deposit/refund process before payment.

Frequently asked questions

Can I import a used excavator or tractor into Jordan?

As of October 2026, any age or condition restriction remains unsettled for the exact model and year. List 1's water-exploration equipment wording also does not establish the treatment of every ordinary excavator. We'd keep the machine specification and intended work beside the eligibility answer so a response about one unit is not reused for another. Before buying, check classification and age treatment with Jordan Customs or the buyer's broker and any licence scope with the Ministry of Water and Irrigation and the broker.

What is the import duty on machinery in Jordan?

As of October 2026, the published tariff showed 0% duty on displayed earthmoving and agricultural lines, but its limited coverage and 2020–2021 update footer prevent that screen from establishing the current rate for every machine. The standard general sales tax rate on imports is 16%, with a wider statutory tax base. We'd compare purchases using an assessment tied to the actual unit. Before relying on a figure, check the eight-digit line, current duty, tax treatment and valuation with the buyer's broker or Jordan Customs.

Are imported agricultural tractors exempt from sales tax?

As of October 2026, Jordan Customs' published tariff showed 0% general sales tax for agricultural tractor lines 8701.93–.95 and headings 8432 and 8433. Its 2020–2021 update footer means that is not a blanket tractor exemption or a live answer for every unit. We'd keep the proposed classification beside the tractor specification when comparing machines. Before relying on that treatment, check the exact line and later amendments with the buyer's broker or the Income and Sales Tax Department.

What documents do I need to import machinery into Jordan?

As of October 2026, Notice 39 of 2025 requires origin proof through an invoice origin statement or a separate certificate. The shipment's certification, legalisation, translation and marking route remains unsettled. A UK seller also needs goods to leave the UK and valid export evidence within three months of the time of supply for zero-rating. We'd align the broker's document request with the seller's evidence terms. Before final papers or payment, check the complete route with the broker, relevant chamber, seller and its tax adviser.

Can heavy machinery go to Jordan by RoRo or container?

As of October 2026, sailings run; the forwarder confirms the current schedule. Maersk's dated status and Aqaba terminal capability do not establish acceptance of the proposed plant-sized unit or a Europe-to-Aqaba RoRo, flat-rack or breakbulk sailing. We'd assess the measured machine, loading method, terminal handling and cover as one movement. Before booking, check the named route and unit acceptance with the carrier or forwarder, handling with APM Terminals Aqaba and cover with the cargo insurer.

Does a used machine need cleaning or a conformity certificate?

As of October 2026, cleaning, phytosanitary-certificate and packaging requirements remain unsettled for the actual unit. Fitted-tyre treatment is a separate unresolved question, and household-appliance provisions do not settle conformity for an industrial genset, welder or pump. We'd keep those three decisions distinct when discussing preparation with the seller. Before shipment, check plant-health requirements with the Ministry of Agriculture and broker, tyre treatment with the broker and relevant authority, and industrial conformity with Jordan Standards and Metrology Organization and the broker.

Can Euro Plant Finder handle the Jordan customs side?

Euro Plant Finder sources machinery in the UK and Europe, checks sellers, arranges inspections and coordinates export-side documents. We do not act as the Jordanian importer or customs broker. Your own Jordanian broker handles the declaration and clearance. We'd involve that broker while the seller can still respond to its machine-specific eligibility and document requirements, then coordinate the export handover around those answers.
