Key facts for Portugal buyers, as of October 2026
— Private-use goods still need a Portuguese import declaration.
— The import-VAT location depends on entry and any transit arrangement.
— Portugal's mainland standard IVA rate is 23%.
— UK export zero-rating depends on eligibility and valid export evidence within 3 months of the time of supply.
— The used-machinery plant-health test depends on a listed code and prior agricultural or forestry use.
— Controlled consignments need at least one working day's advance notice, or four hours where logistical constraints prevent it.
Agree the clearance route and tax treatment with your own customs broker; ask the named authority about machine-specific conformity, registration or plant-health requirements before purchase.
What should I establish before buying machinery for Portugal?
For the October 2026 position, start with five answers: where the machine is now, who will buy it, what it will do, who will export it and where it should clear. Do this before negotiating around a headline price. A clean sequence is much easier to manage when the seller, broker and buyer are working from the same machine identity.
Portugal's import FAQ says goods for private use also require a DAI import declaration. An importer filing its own Portuguese declaration first registers in GUE. A private buyer's EORI, system access and representative arrangement still need a transaction-specific answer.
Record the make, model, serial number, data plate, engine details and intended use. Ask for clear photographs and the documents the seller says belong to the machine. Before committing remotely, arrange a pre-purchase inspection that matches the machine to its documents.
Keep one working folder for the advert, invoice proposal, photographs, inspection record and seller correspondence. Label every image with the serial number and date. This gives each adviser the same starting point and makes contradictions easier to spot before they become transport problems.
A GB EORI may be needed for a movement from Great Britain. The named exporter and any representation for a private seller must be agreed for the transaction. Preferential duty is a separate question: it depends on origin rules, not simply the place where the advert appeared.
Do not let a Portuguese delivery address decide the customs route. AT and your customs broker should confirm access, representation and who will file. The exporter and its customs representative should confirm the GB responsibilities.
Where will a GB machine be cleared, and what VAT applies?
Under the October 2026 rules, the practical question is where the import arrangement ends, not just where the machine will work. Ask your broker to put the intended entry, any transit movement and the declaration location into one written route plan before transport is booked.
Import VAT is due where goods enter the EU or, when transit arrangements cover them, where those arrangements cease. Portugal's mainland standard IVA rate is 23%. Neither point means that every machine entering through another member state is automatically assessed in Portugal.
The import-VAT base includes customs value and duties. It also includes incidental expenses such as commission, packing, transport and insurance to the first destination. Transport to a further EU destination is included when that destination is known as VAT becomes chargeable.
Portugal's import FAQ says goods are released once duties and IVA are paid or secured by a guarantee. That makes release evidence part of the handover plan. It is not a reason to guess when clearance will finish or to promise a collection time.
Build the route before the transport booking. Your customs broker should confirm the clearance state, transit guarantee, closure and VAT filer. Keep those answers with the transport instructions.
Can the UK seller remove VAT, and what if I buy from an EU dealer?
For the position in October 2026, seller VAT is an invoice question to settle before payment. Do not assume that export wording on an advert, a foreign address or your plan to collect the machine produces the required treatment.
A UK VAT-registered seller may zero-rate only when the goods leave the UK and it holds valid export evidence within 3 months of the time of supply. Agree its invoice, evidence, deposit and refund terms in writing. The ordinary indirect-export route is barred when the customer is a private individual resident in the UK.
An EU dealer sale needs a different analysis. For a private Portuguese buyer, the person arranging transport affects the VAT position. Buyer collection and supplier-arranged delivery cannot simply be treated as the same transaction. Second-hand VAT arrangements can also affect the sale, and the actual scheme cannot be read from a used-machine advert.
Ask the dealer to identify the invoice scheme and the transport arrangement it is using. Use our machinery-scam guide when checking a seller you have not dealt with before.
Get the seller's answer in writing. The UK seller and its tax adviser should confirm export eligibility and evidence terms. For EU stock, the seller and your accountant should confirm the scheme, buyer status, transport arrangement and invoice.
What conformity, engine and air-conditioning papers should I ask for?
For rules in force in October 2026, treat the machine, its engine and its cab air-conditioning as three separate checks. A plate or an earlier working life in Britain is useful evidence, but it does not answer every import question.
The Blue Guide applies EU product rules to used products entering the Union market from a third country for the first time. The particular machine's placing history and conformity dossier still need assessment. Regulation (EU) 2023/1230 applies on a mandatory basis from 20 January 2027.
Portugal's DL 50/2019 gives AT a border-control role for third-country engines under Regulation (EU) 2016/1628. The engine stage and any transition treatment depend on the selected machine and its documentary history. Do not treat old UK use as an exemption.
The Commission's F-gas guidance requires relevant equipment importers to have valid portal registration and quota cover before release. A used machine with charged cab air-conditioning therefore needs its refrigerant and import route checked separately.
Ask the seller for the declaration, plates, serial numbers, engine information and service history that exist. Photograph them during inspection and resolve any mismatch before funds or transport depend on a favourable answer.
Documents must match the actual machine. AT, the relevant market-surveillance authority, the manufacturer and your customs broker should confirm the required conformity, engine and refrigerant route.
Does used farm machinery need a phytosanitary certificate?
On the position checked in October 2026, begin with the machine's tariff code and previous use. Appearance alone is not enough: a construction machine that has worked on a farm still needs its history considered.
Phytosanitary control for relevant used machinery depends on both a listed code and previous agricultural or forestry use. The framework applies to imports from third countries other than Switzerland. The list as read contains no 8429, 8427 or 8426 code, but that is not a general exemption for every design, attachment or use history.
Defra's used-machinery guidance says covered machinery should have no appreciable signs of soil or other debris. The current cleaning standard must come from DGAV or the first-entry plant-health authority, working with your customs broker, before loading.
Give your broker the proposed classification and a written account of the machine's earlier work. Ask DGAV to settle any uncertain machine or attachment scope before the first-entry route and notice plan are fixed.
For a controlled consignment, official controls take place at the border control post of first arrival into the Union. The selected post, any permitted transfer and the person filing the CHED-PP plant-health entry document all need to fit the route.
The advance-notice rule for a controlled consignment is at least one working day before expected arrival. It is four hours where logistical constraints prevent the usual notice. For seller and condition checks on a tractor, read our guide to buying a used tractor sight-unseen.
Classification and use history work together. Your broker should confirm the code. DGAV and the first-entry authority should confirm scope, the approved post, any transfer and the CHED-PP arrangement.
What must be agreed for registration and the final handover?
Using the October 2026 position, decide whether the machine is expected to use a public road before treating registration as part of the plan. Keep that question separate from customs release and from the machine's product conformity.
IMT lists a conditional route for used industrial machines undergoing registration. Its document list includes Modelo 9, ownership and identity evidence, an accredited-body inspection certificate and validated photographs. Manufacturer and foreign-registration documents apply where relevant.
Ask IMT to identify the category and document route for the actual machine. Do not substitute car-registration instructions for a tractor or excavator. If registration is not relevant to its intended use, obtain that answer for the machine rather than assuming it.
For the physical handover, agree who receives release evidence, who can authorise collection and which documents travel with the machine. Use a machine-specific collection and delivery plan. Avoid relying on an unconfirmed ferry, trailer, access point or arrival time.
Put the handover sequence into the purchase agreement or a shared instruction. Name the person who can answer a query at the selling yard and the person who can stop collection. Ask for loading photographs, document photographs and a signed collection record before the vehicle leaves.
Make the named exporter and the import declaration handover explicit. Our comparison of a buying agent and a direct purchase can help you decide which support you need.
Release, registration and delivery are different handovers. IMT should confirm the category and public-road route. Your broker and exporter should confirm the customs release evidence and declaration responsibilities.
The pre-purchase checklist
Before you commit to a machine for Portugal:
— Record the source location, buyer status and intended use, then appoint your own customs broker for any import declaration.
— Agree the clearance state, any transit arrangement, security, closure and VAT filer before choosing transport.
— Obtain the seller's written VAT scheme, invoice treatment and export-evidence terms.
— Give the broker the machine identity and proposed classification, then obtain current tariff and origin-evidence confirmation.
— Send the data plate, history and conformity and engine documents to the relevant authority and manufacturer.
— Identify any charged cab air-conditioning and obtain the refrigerant-route answer.
— Obtain previous-use evidence, establish the plant-health classification, and inspect cleaning before loading.
— If controls apply, agree the first-entry post, CHED-PP responsibility and notice timetable.
— Confirm the conditional IMT route, named exporter and declaration handover, then obtain release evidence before collection.

What are the import duties from the UK to Portugal for used machinery?
For the October 2026 position, there is no reliable machine-wide percentage to apply before classification. Preferential duty depends on the origin rules, while the exact commodity code, live tariff rate and supporting origin evidence remain machine-specific. Buying in Britain does not answer all three questions. Give the machine identity and proposed classification to your own customs broker, then obtain its written view on the current rate and any preference before you agree the purchase.
What are the import taxes in Portugal?
As of October 2026, Portugal's mainland standard IVA rate is 23%. Import VAT is due where goods enter the EU, or where a transit arrangement ends, and its base includes customs value, duties and specified incidental expenses. Goods are released once duties and IVA are paid or secured by a guarantee. Your customs broker must confirm the actual clearance state, VAT filer and treatment for your transaction rather than applying the mainland rate from the delivery address alone.
Can I buy used machinery from Britain without UK VAT?
As of October 2026, a UK VAT-registered seller may zero-rate an eligible export only when the goods leave the UK and it holds valid export evidence within 3 months of the time of supply. The ordinary indirect-export route is barred when the customer is a private individual resident in the UK. Agree the invoice, evidence, deposit and refund terms in writing with the seller and its tax adviser before paying.
What are the requirements for importing a tractor from the UK?
As of October 2026, EU product rules can apply when a used tractor first enters the Union market from a third country; its engine needs separate assessment. Plant-health controls depend on a listed code and prior agricultural or forestry use. Defra's guidance says covered machinery should have no appreciable signs of soil or other debris. Ask DGAV or the first-entry plant-health authority and your customs broker to confirm the cleaning standard. Provide the tractor's identity, history, conformity and engine details before purchase; age or a CE plate is not enough.
Does an imported mini excavator need Portuguese registration?
That depends on the machine category and its intended public-road use. As of October 2026, IMT's route for used industrial machines undergoing registration lists Modelo 9, ownership and identity evidence, an accredited-body inspection certificate and validated photographs. Manufacturer and foreign-registration documents apply where relevant. Ask IMT to confirm the exact route for the excavator, and resolve its conformity and engine position separately before treating registration as available.
Can Euro Plant Finder handle the Portugal customs side?
Euro Plant Finder can find the machine, check the seller, arrange an inspection and coordinate the sourcing and export-side evidence. Your own customs broker handles the Portuguese declaration and clears the goods. The relevant authorities decide conformity, plant-health and registration questions. We can work with your broker so that machine details and export documents reach the right people, but we do not determine the tax treatment or replace an official approval.
