Key facts for Lithuania buyers, as of October 2026
— Work history and the exact code decide whether plant-health controls apply.
— A listed machine must be certified and free of soil and plant debris, subject to current Lithuania confirmation.
— Plan around a 14-day certificate window, then have APHA confirm the exact dispatch event.
— Notification and the competent first-entry post must be agreed before the machine moves.
— An unlisted but dirty ex-farm machine does not have an automatic route.
Sources are listed at the end of this guide. Lithuania’s State Plant Service and the buyer’s broker decide the live scope and entry arrangements for the actual machine.
Which used machines need plant-health control in Lithuania?
As of October 2026, the trigger combines earlier agricultural or forestry use with the machine’s exact current code. The advert category is not the answer. The seller’s written work history matters even when the offered machine now appears clean or is described as construction equipment.
The available Member State list includes specified lines in headings 8432, 8433, 8436 and 8701, including additions shown from 15 October 2026. It does not print headings 8426, 8427, 8429, 8474 or 8502. That absence is not a blanket exemption for an ex-farm loader, telehandler or excavator, because Lithuania has not settled treatment of every such machine.
We’d put the serial plate, proposed code and signed use history on the same page. That keeps the plant-health answer tied to the actual unit rather than a broad model description. A pre-purchase inspection records the machine’s identity, work residue and accessible areas before cleaning and certification are booked.
Plant-health control is only one part of the purchase. Our Lithuania import guide covers importer status, customs, VAT, conformity and road-use questions. Those decisions remain separate from the certificate and entry checks in this guide.
Before buying, check the current code list, exact subheading and work-history treatment with Lithuania’s State Plant Service and the buyer’s broker.
How clean must used farm machinery be before dispatch?
As of October 2026, where the listed used agricultural or forestry machinery rule applies, the machine needs a phytosanitary certificate and must be free of soil and plant debris. Cleaning is therefore part of the export preparation, not a job to leave until the machine reaches the border.
Lithuania has not confirmed what happens if soil or plant debris is found. It has also not settled the treatment of a contaminated construction machine outside the printed code list. The outcome cannot be promised from photographs or the seller’s description.
We’d photograph the undercarriage, wheel areas, attachments and other accessible surfaces before and after cleaning. That creates a useful condition record without pretending that photographs replace the authority’s inspection or scope decision.
Before dispatch, check the cleaning standard and the treatment of any remaining residue with Lithuania’s State Plant Service and the buyer’s broker.
When must the phytosanitary certificate be issued?
As of October 2026, the Finnish Food Authority says a phytosanitary certificate must be issued no more than 14 days before the consignment leaves the issuing country. That is a planning limit from another Member State, not an unqualified Lithuania rule. The start event and validity for the actual journey still need a Lithuania-specific answer.
Great Britain’s plant-health authority publishes the export-certificate application route. The applicant, evidence, inspection appointment, lead time and handling for this movement have to be settled before collection. A seller cannot safely choose the certificate date from the intended ferry or collection date alone.
We’d work backwards from the proposed dispatch only after the inspection route is agreed. When comparing UK and continental stock, the documentation and prior use matter as much as the specification.
Before fixing collection, check who applies, what evidence is needed and which event starts the certificate window with APHA and Lithuania’s State Plant Service.
Who gives notice and where is the machine inspected?
As of October 2026, where certification applies, the EU process uses plant-health pre-notification in TRACES NT and an inspection at the first point of entry. The person who files needs the correct account and the consignment details before the machine arrives.
Another Member State describes importer registration in a professional-operator register before TRACES use. Lithuania’s own registration rule, filing party and notice time have not been confirmed. Those details cannot be borrowed from the other authority’s procedure.
Lithuania lists plant-health seaport posts at Klaipėda, but the undated lists do not show which post currently accepts used machinery or its notice hours. We’d choose the freight route only after the competent post and inspection arrangement are known.
A buying agent can collect the seller’s written use history and coordinate export-side checks, while the Lithuanian broker controls import entry. The State Plant Service and the first-entry inspector retain the plant-health decisions.
Before routing freight, check the operator registration, TRACES filer, notice deadline, competent entry post and inspection booking with Lithuania’s State Plant Service, the buyer’s broker and the forwarder.
Pre-purchase checklist
At the October 2026 check, complete these steps before arranging collection:
— Get the seller’s written record of every agricultural or forestry use, including known use by a previous owner.
— Give the exact machine description and proposed code to the Lithuanian broker and State Plant Service for a current scope decision.
— Agree the cleaning standard and keep dated photographs of the machine before and after cleaning.
— Confirm with APHA who applies, what evidence is needed and which event starts the certificate window.
— Have the Lithuanian side confirm operator registration and TRACES NT filing responsibility.
— Obtain the competent first-entry post, notice time and inspection booking in writing before routing freight.
— Ask the State Plant Service what happens if residue is found and whether the exact ex-farm machine outside the printed list is controlled.
Working with a buying agent who already does this
Euro Plant Finder handles sourcing and the export side. We find machinery in the UK and Europe, check the seller, arrange an inspection and coordinate the seller’s use history, cleaning evidence and Great Britain export-side plant-health work.
Your own customs broker handles the Lithuanian import declaration and TRACES arrangements. Lithuania’s State Plant Service and the first-entry inspector decide plant-health scope, notification and release. APHA decides the Great Britain certificate-application requirements. We keep the seller-side preparation aligned with what those parties request.
We’d keep one machine record so the seller, inspector, APHA, broker and forwarder are working from the same serial number and use history.

Does every used tractor need a phytosanitary certificate for Lithuania?
No blanket answer applies. As of October 2026, the plant-health trigger combines the machine’s exact current code with evidence that it was operated for agricultural or forestry purposes. The available list includes specified lines in heading 8701, but an advert calling a machine a tractor does not settle its precise subheading or history. Give the specification and written use history to Lithuania’s State Plant Service and your broker so they can confirm whether certification applies before dispatch.
Does a used excavator need a phytosanitary certificate for Lithuania?
Its construction-machine label does not create a blanket exemption. As of October 2026, the available list does not print heading 8429, but earlier agricultural or forestry use must still be disclosed. Lithuania has not confirmed the treatment of a contaminated construction machine outside the printed list. An ex-farm excavator therefore needs a machine-specific answer. Ask Lithuania’s State Plant Service and your broker to decide the current scope from the exact code, use history and condition before loading.
How clean must used farm machinery be for Lithuania?
As of October 2026, where the listed used agricultural or forestry machinery rule applies, the machine must be free of soil and plant debris and needs a phytosanitary certificate. Lithuania has not confirmed what happens if residue is found, or how a contaminated construction machine outside the printed list will be treated. Cleaning should be evidenced with dated photographs, but it does not decide scope. Lithuania’s State Plant Service and the buyer’s broker must confirm the standard for the exact machine before dispatch.
How long before shipping is the phytosanitary certificate issued?
Use 14 days as a planning limit, not as an unqualified Lithuania rule. As of October 2026, the Finnish Food Authority says a phytosanitary certificate must be issued no more than 14 days before the consignment leaves the issuing country. The relevant start event, application lead time and validity for a Great Britain-to-Lithuania movement still need confirmation. APHA and Lithuania’s State Plant Service should agree the booking window and certificate timing before collection is fixed.
Who submits the TRACES notification for Lithuania?
As of October 2026, where certification applies, the EU process uses plant-health pre-notification in TRACES NT and inspection at the first point of entry. Another Member State describes operator registration before TRACES use, but Lithuania’s own registration rule, filing party and notice time have not been confirmed. Klaipėda has listed plant-health seaport posts, without identifying which one accepts used machinery. The Lithuanian broker and State Plant Service must confirm the account holder, filer, deadline and competent entry post before routing.
Can Euro Plant Finder handle the Lithuania customs side?
Euro Plant Finder handles sourcing and the export side. We can obtain the seller’s written use history, check the seller, arrange an inspection and coordinate cleaning evidence and the Great Britain export-side plant-health work. Your Lithuanian broker handles the import declaration and TRACES arrangements. Lithuania’s State Plant Service and the first-entry inspector decide plant-health scope, notification and release, while APHA decides the export-certificate application requirements. We coordinate with those parties but do not replace them.
