Key facts for New Zealand excavator buyers, as of October 2026

— For published tariff lines 8429.11, .19, .20, .51, .52 and .59, the normal rate shown is 5% and the preferential rate is Free.

— Buying the excavator in the UK does not prove its classification, origin or preferential entitlement.

— The prohibition on asbestos-containing imports applies unless a permit authorises the product.

— Used outdoor or high-biosecurity-risk machinery needs internal and external cleaning, with the certificate submitted before arrival.

— An individual may complete the cleaning certificate, but the operative form, machine scope and sailing route remain specific.

What's different about New Zealand

— An asbestos-containing product is prohibited from import unless a permit authorises it.

— The published tariff position and preferential treatment are separate; buying the excavator in the UK does not prove classification, origin or entitlement for the selected unit.

— MPI requires used outdoor or high-biosecurity-risk machinery to be certified clean internally and externally and the certificate submitted before arrival; an individual may complete it, but the operative form, scope and route still need confirmation.

Before purchase, ask the buyer's broker about classification and origin, the EPA and broker about asbestos evidence, and MPI or the broker about the operative cleaning route.

What must I verify on the excavator before purchase?

The inspected unit, not the advert category, should drive the decision. Start with the serial plate, configuration and physical condition. A mismatch or material undercarriage wear can change whether the machine is worth pursuing before import questions are added.

As standard, the seller supplies full photos and video before you commit. If you want us beside the excavator, the inspection is charged at our day rate plus travel. Record the serial plate, undercarriage, boom, cab and accessible components on the checked unit.

As of October 2026, clause 4(1) of the Asbestos-containing Products Prohibition Order 2016 prohibits importing an asbestos-containing product unless a permit authorises it. The selected excavator may need testing, replacement-part evidence or permit evidence. Its age does not settle the component answer.

From the buyer's-agent side

For this excavator, we ask the seller for clear video of the serial plate, boom, undercarriage and a cold start before you decide. If you want us beside the machine, an in-person inspection is charged at our day rate plus travel. Once you proceed, we organise MPI-standard cleaning and the New Zealand broker who will lodge the import entry.

The New Zealand construction machinery page is the starting point for an excavator sourcing request. Before purchase, ask the inspector, EPA and buyer's New Zealand customs broker to settle the selected machine's identity, condition and asbestos evidence.

Does this excavator qualify for preferential tariff treatment?

Classification and origin are separate questions. A seller's description and UK address cannot answer either one. The broker needs the selected excavator's exact description, configuration and available origin papers.

As of October 2026, the published normal tariff for 8429.11, .19, .20, .51, .52 and .59 is 5%. The preferential tariff is Free. The Section XVI footnote says EU and UK rates in the Preferential Tariff are Free unless a line says otherwise.

Run the purchase comparison at the 5% normal treatment as well as the Free preferential treatment until entitlement is assessed. That avoids pricing the excavator on evidence or a classification that belongs to another unit.

New Zealand's wider importer and border route still applies to an excavator. Use the New Zealand used-machinery pillar for the importer-code, country-wide safety and broker-clearance framework. This guide stays with the selected excavator: identity, condition, asbestos evidence, its exact 8429 classification and origin, and the cleaning-certificate hand-off. For transport-cost components, use the New Zealand machinery shipping guide.

Before commitment, ask the buyer's New Zealand customs broker for the exact classification, normal treatment, origin evidence and preference entitlement for the selected excavator.

What MPI cleaning certificate and sailing route apply?

As of October 2026, MPI requires used outdoor or high-biosecurity-risk machinery to be certified clean internally and externally, with the certificate submitted before arrival. An individual may complete it. The UK's absence from Schedule 3 does not settle moved stock, port calls or the operative 2026–27 arrangements. Use the dedicated MPI guide for the detail. Before booking, ask MPI or the buyer's broker for the selected excavator's certificate, history and complete-route requirements.

What does the forwarder need, and what does the broker need?

The seller invoice should identify the excavator by serial and inspected configuration. Use those same identifiers on the cleaning certificate and the forwarder's instructions.

Give the forwarder the dimensions, weight, running condition, collection point and cleaning requirement. Give the broker the proposed importer, seller invoice, 8429 classification question, origin evidence and transaction details.

We keep the seller's condition evidence, origin documents and cleaning record tied to the excavator's serial number. Where a closer look is worthwhile, we can inspect it in person at our day rate plus travel. Those records then travel with the export file to the licensed broker arranged for New Zealand.

If the excavator, importer or sailing changes, send the revised facts to the forwarder and broker before collection. Ask them to name who supplies each remaining document for the proposed route.

Before you buy a New Zealand-bound excavator: six checks

Use one hold-point sheet for the selected machine:

— Match the serial plate and configuration to the inspected excavator.

— Resolve component-level asbestos evidence with the EPA and buyer's broker.

— Obtain the exact 8429 classification, normal treatment and preference position.

— Keep all six answers with the excavator's serial and seller invoice.

— Specify internal and external cleaning and obtain the certificate requirements.

— Give MPI or the broker the movement history and complete proposed route.

How does EPF coordinate a New Zealand excavator purchase?

Our job is to keep the selected excavator and its evidence together. We coordinate collection after purchase, arrange cleaning to the MPI scope confirmed for the unit, and send the export pack to the licensed New Zealand broker we organise. The buyer is normally the importer and that broker lodges the entry in the buyer's name. We stay responsible for the chain; MPI, EPA and the broker still determine requirements and clearance.

Sourcing for New Zealand?

Tell us the machine type, spec and budget. We work only for you, find the machine and negotiate the price on your behalf — negotiation can often save more than our fee — then arrange the seller-to-buyer move and licensed-broker customs clearance with one person responsible from start to finish, no fee unless we complete the deal.

Frequently asked questions

Can I import an excavator from the UK to New Zealand?

Yes, subject to the selected machine and route. As of October 2026, settle its serial identity, condition and asbestos evidence before commitment. The buyer's New Zealand customs broker must classify the excavator and assess origin evidence. MPI cleaning, the certificate and the complete sailing route also belong before booking. The operative machinery standard and transition arrangements for a 2026–27 sailing remain unsettled.

What is the import duty on an excavator in New Zealand?

Published lines 8429.11, .19, .20, .51, .52 and .59 show a 5% normal tariff and Free preferential tariff. That does not prove the selected excavator qualifies for the Free treatment. Buying it from a UK seller does not establish classification, origin or entitlement. The buyer's New Zealand customs broker needs the exact machine description and available origin papers before the purchase relies on preference.

Can an older excavator contain asbestos?

Age alone does not answer the asbestos question. Importing an asbestos-containing product is prohibited unless a permit authorises it. Testing, replacement-part records or permit evidence may be needed for the selected excavator. Clear photographs and access to the actual components are useful while the seller still has the machine. EPA and the buyer's New Zealand customs broker decide what evidence they need before commitment.

Does UK stock automatically avoid BMSB treatment?

Not necessarily. MPI told us on 27 October 2026 that the UK is not in Schedule 3 of its machinery standard, so BMSB treatment is not required for machinery from the UK. Moved stock and the ship's port calls still matter. Give MPI or the buyer's broker the excavator's movement history and complete proposed route. The operative 2026–27 standard and transition arrangements remain unsettled, so a UK seller location is not a complete treatment answer for the sailing.

Does an excavator need a professional cleaning certificate?

Not necessarily. An individual may complete the machinery cleaning certificate; a professional cleaning company or service is not mandatory. The excavator still needs internal and external cleaning, and the certificate must be submitted before arrival. The operative form, machine scope and sailing route need a current answer from MPI or the buyer's broker before shipment is booked.
