Key facts for Zambia buyers, as of October 2026

— A TPIN is a prerequisite for transactions with ZRA, including Customs Services.

— Imported goods must be declared to Customs, and the importer may appoint a licensed clearing agent.

— The three dated tariff-portal rows do not establish current rates for every machinery family.

— ZS 560 covers used motor vehicles; its application to self-propelled plant remains unsettled.

— UK- and EU-origin machinery does not qualify for the SADC-made-goods preference.

Sources are listed at the end of this guide. Rules and rates change: confirm the ones that matter for your machine with your own clearing agent before you commit.

What must I confirm before buying used machinery for Zambia?

Start with a description of the actual unit. As of October 2026, its live tariff treatment, standards category and plant-health requirements need machine-specific answers. Record the make, model, serial number, year, configuration and intended work. Describe attachments separately and say whether the machine will travel or work on a public road.

Ask for type-plate photographs, dimensions and weight in the proposed shipping condition. Explain whether the machine runs and how the seller proposes to load it. Give the same description to the clearing agent, standards authority and forwarder. Avoid changing the description between enquiries just to fit a category suggested by a seller.

Decide who will buy and import the machine before making the purchase unconditional. A seller’s willingness to invoice a person does not settle whether that person can act as the commercial importer. The route for an individual who is not VAT-registered remains unresolved; the buyer’s clearing agent or Zambia Revenue Authority (ZRA) must confirm it.

Before comparing import steps, decide whether a buying agent or a direct purchase fits how you want to manage seller and condition risk. My advice is to keep one purchase file with the unit’s identity, outstanding questions and written answers. Decide which answers you need before a deposit and which must be complete before loading.

Who imports and clears the machine in Zambia?

Get the importer and agent in place before the seller prepares final documents. As of October 2026, a taxpayer identification number (TPIN) is a prerequisite for transactions with ZRA, including Customs Services. Check that the intended importer’s details are the ones your agent plans to use.

Goods imported into Zambia must be declared to Customs. The importer may appoint a licensed clearing agent to represent it. In an EPF-supported purchase, the buyer appoints its own licensed agent for that work; EPF handles sourcing and export-side coordination. Make that division clear to the seller and forwarder from the outset.

Ask the importer and agent to review the buyer, consignee and contact details together. Give them draft documents while changes can still be made. Keep a record of the agreed names rather than copying a shortened trading name from an advert or an earlier shipment.

Ask the agent to explain how it wants information delivered and who will respond to a customs query. Name a person who can obtain missing seller details while the machine is still accessible. Before commitment, have the buyer’s licensed clearing agent or ZRA confirm the importer and consignee arrangement for this transaction.

How do I check customs duty and import VAT?

Start with a current code decision, not a generic machinery rate. As of October 2026, the Zambia Trade Information Portal shows 10% for 8427200000 and 8429590000, and 0% for 8701931000. Each row is valid from 1 January 2017. Those are dated, exact-code readings; they are not confirmed 2026 rates for your machine or similar equipment.

ZRA’s importation page gives a general customs-duty range of 0% to 40% and an import value-added tax (VAT) rate of 16%. The duty range does not identify the selected unit’s rate. Keep the portal examples and the general range out of a purchase calculation until the agent has settled the live line.

ZRA’s VAT Guides calculate import VAT on the value for duty purposes with duties and other charges added. They do not settle the machine’s excise treatment. Ask for the charge stack and VAT base to be written out separately, so you can see which charges are included and which questions remain open.

Origin needs its own check. The Zambia Development Agency guide limits the Southern African Development Community (SADC) 0% preference to goods made in a SADC state. GOV.UK says Zambia is not yet a party to the ESA-UK agreement. UK- and EU-origin goods therefore do not receive that preference in Zambia.

The buyer’s clearing agent or ZRA must confirm the exact current line, rate and effect of the 2025 amendment Acts. Ask them to settle the complete tax assessment and VAT base for the transaction at the same time. Keep the date and machine description on that answer so a later change of unit prompts a fresh review.

Which import documents are needed?

Get the document list before loading. As of October 2026, the working pack includes the commercial invoice, packing list, bill of lading and any permits. A certificate of origin is included only where applicable; ZCSA and plant-health documents depend on the exact machine. Ask the buyer’s clearing agent and relevant authorities for the final list, then use our Zambia machinery-import documents guide to organise the handover.

Which standards, plant-health and public-road checks apply?

Treat these as separate decisions. As of October 2026, ZS 560 is compulsory for used motor vehicles destined for use in Zambia. The Zambia Compulsory Standards Agency (ZCSA) list names no plant standard, but that does not settle whether self-propelled plant or a tractor is a motor vehicle for this purpose.

Send ZCSA the precise description and intended road use before loading. Ask it to identify the category and required evidence in writing. A seller’s description of the unit as construction equipment should remain a description, not a substitute for the authority’s scope decision.

Plant-health legislation also needs a current check. On 23 October 2026, the Plant Quarantine and Phytosanitary Service (PQPS) stated that its mandate came from the Plant Pests and Diseases Act, Cap 233. ZambiaLII still marked the Plant Health Act 2025 as not commenced. Recheck commencement on the day the answer is used.

The Cap 233 Importation Regulations treat unsterilised soil as a growing medium and allow disinfection of a vehicle suspected of carrying pests. They do not name used machinery. Ask PQPS for the current permit, certificate, inspection, treatment and cleanliness requirements for the actual machine; do not assume washing settles the paperwork.

Zambia’s Road Traffic Act bars use of an unregistered motor vehicle or trailer on public roads. Its cited provisions do not settle registration or right-hand-drive treatment for self-propelled plant. The Road Transport and Safety Agency (RTSA) must confirm whether your unit is registrable and what documents apply before public-road use.

The age and engine-emissions position for used plant remains unsettled. Ask ZRA, ZCSA, the Zambia Environmental Management Agency (ZEMA) and your agent for a written answer on the selected machine. Keep that enquiry distinct from the road-registration question rather than treating an answer from one authority as approval for every aspect.

How does machinery reach landlocked Zambia?

Plan the sea and road legs together. As of October 2026, Zambia’s landlocked position means an overseas machine needs a sea gateway followed by a road leg. The gateway, border post and inland route must be selected for the actual unit. Do not treat a familiar port name as the booking decision.

A current sailing and handling method for the selected machine remain unconfirmed. Give the forwarder the dimensions, weight and operating condition, including whether attachments will travel fitted or separately. Ask for written acceptance of that configuration. Describe any dismantling proposal before the forwarder obtains the carrier’s answer.

Request a route that joins the vessel, gateway handling, border movement and final road leg. Ask who will coordinate each handover and what information they need before collection. Keep the shipping acceptance with the agent’s destination instructions so the two sides can resolve differences before a booking is made.

The forwarder must confirm the exact gateway, border, inland leg, permits, sailing, current surcharges and insurance terms in writing. Compare proposals against the same machine description and destination. If the purchase changes to a different unit, send the revised details back; do not assume the first machine’s route and handling plan still fit.

What must the UK or European seller confirm?

Agree the export and invoice treatment before payment. As of October 2026, a UK VAT-registered seller may zero-rate an export only if the goods leave the UK. It must hold valid export evidence within 3 months of the time of supply. Ask how the seller and forwarder will collect and pass on that evidence.

For Great Britain stock, export evidence is central to the seller’s zero-rating decision. European Union seller treatment needs a separate answer. Ask which legal entity is selling, who will act as exporter and how the declaration and VAT treatment will work. Avoid assuming that two sellers in different countries will use the same arrangements.

A pre-purchase inspection should match the serial number, type plate, condition and dimensions to the documents before you commit. Keep photographs and the agreed sale description together. Ask the seller to correct mismatched details while the machine is still in its possession.

Check the seller independently before any deposit or balance moves. The seller, forwarder and tax adviser should confirm the exporter, declaration and VAT treatment for the transaction. Agree who will supply each piece of export evidence and who will chase it if it is missing, with the buyer’s agent kept informed.

The pre-purchase checklist

Before you commit to a machine for Zambia, bring the written answers together and check that they all describe the same unit:

— Give the licensed clearing agent the machine identity and exact proposed tariff line for a current classification and tax assessment.

— Name the importer, verify its TPIN and settle the consignee details before documents are issued.

— Ask ZCSA for its written category and evidence decision on the exact unit and planned road use.

— Ask PQPS which law applies today and what permits, cleaning, inspection or treatment the unit needs.

— Resolve registration, age and emissions with RTSA, ZCSA, ZEMA and the relevant customs advisers.

— Obtain written unit acceptance and a sea-gateway-plus-road plan from the forwarder.

— Agree the seller’s exporter, VAT and export-evidence arrangements before payment.

— Have the clearing agent approve the final transaction-specific document list before loading.

Frequently asked questions

How do I import used machinery into Zambia?

As of October 2026, start with the exact machine, named importer and TPIN, then appoint your licensed clearing agent. Get written answers on the current tariff, taxes, standards, plant health and road use before payment or loading. Ask a forwarder to accept the unit and set out its sea gateway and inland route. Agree the seller’s export arrangements and have your clearing agent settle the final document pack.

What is the import duty on used machinery in Zambia?

As of October 2026, no single rate covers every used machine. Three portal rows show dated rates for exact codes, with validity from January 2017; they are not confirmed current rates for similar equipment. Ask ZRA or your licensed clearing agent for the live line, duty and full tax assessment. ZRA states 16% import VAT, while the base and complete charge stack need transaction-specific checking before you rely on a calculation.

What documents are needed to import machinery into Zambia?

As of October 2026, the working pack includes a commercial invoice, packing list, bill of lading and any permits. A certificate of origin is needed only where applicable, and standards or plant-health documents depend on the unit. The named importer needs a TPIN and the goods must be declared to Customs. Ask your licensed clearing agent for the final list; the Zambia machinery-import documents guide explains how to organise the handover.

Does used machinery need ZCSA inspection before shipment?

As of October 2026, ZS 560 is compulsory for used motor vehicles destined for use in Zambia. ZCSA’s published list names no plant standard, but that does not establish an exemption for self-propelled plant or tractors. Send ZCSA the machine’s exact description and intended road use before loading. Ask for a written classification and the required evidence, rather than relying on the seller’s description or an answer for another machine.

Does a used excavator or tractor have to be cleaned before entering Zambia?

On 23 October 2026, PQPS cited Cap 233 and ZambiaLII still marked the Plant Health Act 2025 as not commenced. The Cap 233 regulations address unsterilised soil and disinfection of vehicles suspected of carrying pests, but do not name used machinery. Ask PQPS which law applies today and what permit, certificate, inspection, treatment or cleanliness evidence the actual machine requires. Do not assume cleaning alone settles its entry requirements.

Can machinery ship directly from the UK to Zambia?

Zambia is landlocked, so an overseas machine needs a sea gateway and a road leg. As of October 2026, a current sailing, handling method and complete route for your selected used machine need a written forwarder or carrier answer. Supply its dimensions, weight and operating condition before requesting acceptance. Ask the forwarder to identify the gateway, border post, inland movement, permits and current terms rather than assuming a port or delivery time.

Can Euro Plant Finder handle Zambian customs clearance?

Euro Plant Finder supports sourcing, seller checks, inspection and export-side coordination. We help prepare the machine information and export documents your advisers request. As of October 2026, imported goods must be declared to Zambia Customs, and the importer may appoint a licensed clearing agent. Your own agent handles the declaration and local clearance; we coordinate with that agent and do not act as the Zambian customs broker or lodge the import declaration.
