Which details must be fixed before documents are issued?

Agree the importer and consignee details before the seller prepares final paperwork. As of October 2026, a taxpayer identification number (TPIN) is a prerequisite for transactions with the Zambia Revenue Authority (ZRA), including Customs Services. Put the intended importer’s legal name and TPIN on the shipment file, then ask the buyer’s agent to review them.

All goods imported into Zambia must be declared to Customs. The importer may appoint a licensed clearing agent to represent it in customs matters. In an EPF-supported purchase, the buyer’s own licensed agent handles the Zambian declaration; EPF coordinates the seller and export-side handover.

Record the machine’s identity, serial details, condition and proposed shipping dimensions before requesting transport documents. A pre-purchase inspection helps make the serial number, condition and dimensions consistent across the seller and transport documents. Give the seller, forwarder and agent the same description rather than relying on abbreviated advert wording.

Check the seller’s legal identity and bank details independently before document completeness creates false confidence. Ask for corrections while the documents are drafts, and keep one agreed set of buyer and machine details for the parties preparing the shipment.

What belongs in the seller and transport document pack?

Start with the supporting documents, then add the conditions that apply to your unit. As of October 2026, the working pack includes a commercial invoice, packing list and bill of lading, plus permits where applicable. The final list and document format remain transaction-specific.

UK- and EU-origin goods do not receive the Southern African Development Community (SADC) preference for goods made in its member states. Include a certificate of origin only where the clearing agent says it is applicable. It is not proof of a UK or European preference.

For a UK VAT-registered seller, export zero-rating requires the goods to leave the UK and valid export evidence within 3 months of the time of supply. Ask the seller to state whether it will zero-rate at the outset or hold a deposit until it has export evidence. European Union seller treatment needs its own answer.

The carrier or forwarder must accept the exact machine’s dimensions, weight, condition and route before issuing final transport or insurance instructions. Do not treat a transport document as proof that an out-of-gauge or non-running unit has been accepted. Give the forwarder any revised shipping configuration before it finalises instructions.

The buyer’s clearing agent must approve the final supporting pack and format. The seller and its tax adviser should confirm the invoice treatment, declaration and export evidence before payment. Keep those responsibilities separate so the agent can identify missing import information while the seller settles its own export records.

Which customs and release documents does the clearing agent prepare?

Ask your agent to describe the filing and release sequence for this transaction. As of October 2026, ZRA’s December 2019 Import Declaration leaflet sets out a CE 20 declaration in its ASYCUDA World customs system. It then describes assessment, payment, receipt, release order and gate pass.

The dated leaflet should not be treated as a complete current operating instruction. Your licensed clearing agent must confirm the filing sequence, payment window and whether originals or scans are required. Ask who will provide each item and who will respond if the declaration needs further machine or seller information.

ZRA’s VAT guidance identifies the CE 20, receipt and release order as evidence for an eligible VAT-registered business’s import-VAT claim. The claimant must be the consignee on the entry. Keep those records together and ask the importer’s accountant and clearing agent to settle eligibility, consignee identity and current filing requirements.

A time limit applies to import-VAT recovery; ZRA or the importer’s accountant must confirm that limit and when it starts.

Which certificates and permits are conditional?

Separate the authority decisions from the core supporting pack. As of October 2026, the Zambia Compulsory Standards Agency (ZCSA) makes ZS 560 compulsory for used motor vehicles destined for use in Zambia. Its compulsory-standards list does not name plant. ZCSA must decide whether the exact self-propelled machine or tractor needs inspection or a certificate, and which provider or route applies.

On 23 October 2026, the Plant Quarantine and Phytosanitary Service (PQPS) cited Cap 233 as its mandate, while ZambiaLII marked the Plant Health Act 2025 as not commenced. No universal plant-health document list is settled for used machinery. Ask PQPS to recheck commencement and state the current permit, certificate, inspection, cleanliness and packaging requirements for your unit.

Registration documents and right-hand-drive treatment for the actual self-propelled machine remain unsettled. Ask the Road Transport and Safety Agency (RTSA) to state whether registration is needed and which documents apply before public-road use. Do not borrow a document list from an ordinary vehicle and assume it covers the machine.

Keep each written decision with the machine description sent to the authority. If the unit or intended use changes, ask for the answer to be reviewed. For the wider classification, tax and transport questions, use our guide to importing used machinery into Zambia.

The pre-purchase checklist

Before you commit to a machine for Zambia, bring the written answers together and check that they all describe the same unit:

— Fix the importer’s legal name, TPIN and consignee details before final documents are issued.

— Obtain the agent’s current declaration sequence and originals-or-scans instructions.

— Match the invoice, packing list and transport details to the same machine and parties.

— Include origin evidence only where applicable, with no assumed UK or EU preference.

— Obtain written ZCSA and PQPS decisions on the unit and its packaging.

— Give the forwarder the exact dimensions, weight and condition before final transport and insurance instructions.

— Retain the CE 20, receipt and release order, and agree VAT-recovery filing with the importer’s accountant.

— Get RTSA’s registration and document answer before public-road use.

Working with a buying agent who already does this

Euro Plant Finder finds used machinery in the UK and Europe, checks the seller, arranges inspection and coordinates condition, origin, cleaning and export documents.

We work with the buyer’s own clearing agent, who handles the Zambia customs declaration and local clearance. Give us the machine type, specification and intended use so we can organise the sourcing and export side around the information your advisers need.

Frequently asked questions

What documents are needed to import machinery into Zambia?

As of October 2026, start with the importer’s legal name and TPIN, then prepare the commercial invoice, packing list and bill of lading. Add origin evidence and permits only where applicable, with ZCSA and plant-health documents decided for the actual unit. The goods must be declared to Customs. Have the buyer’s licensed clearing agent approve the final supporting pack, format and declaration arrangements before the seller loads the machine.

Is a certificate of origin mandatory for machinery imported from the UK or EU?

As of October 2026, include a certificate of origin only where the clearing agent says it is applicable to the transaction. UK- and EU-origin goods do not receive the SADC preference for goods made in a member state, so the certificate does not create that preference. Ask the agent to state the purpose and required origin wording before the seller issues it, alongside its review of the final supporting pack.

Does used machinery need a ZCSA certificate?

As of October 2026, ZS 560 is compulsory for used motor vehicles destined for use in Zambia, while ZCSA’s compulsory-standards list does not name plant. The exact self-propelled machine or tractor still needs a scope decision. Send ZCSA its description and proposed use, then ask whether inspection or a certificate is required and which provider or route applies. Do not assume that all used machinery is covered or exempt.

Does a used machine need a phytosanitary certificate for Zambia?

The machine-specific answer needs PQPS’s current instructions. On 23 October 2026, PQPS cited Cap 233, while ZambiaLII marked the Plant Health Act 2025 as not commenced. There is no settled universal document list for used machinery. Ask PQPS to recheck the law’s commencement and state the permit, certificate, inspection, cleanliness and packaging requirements for your unit. Do not treat washing photographs as a replacement for the authority’s written document decision.

What documents prove Zambian customs release?

As of October 2026, ZRA’s December 2019 leaflet describes the CE 20 declaration, assessment, payment, receipt, release order and gate pass sequence. Your licensed clearing agent must check the current filing and release requirements for the transaction. An eligible VAT-registered consignee’s recovery records include the CE 20, receipt and release order. Ask the importer’s accountant and agent to settle eligibility and filing requirements, and retain the records together after clearance.

Can Euro Plant Finder prepare the Zambian customs declaration?

Euro Plant Finder coordinates seller and export-side documents, but does not prepare or lodge the Zambian import declaration. As of October 2026, imported goods must be declared to Customs, and the importer may appoint a licensed clearing agent to represent it. Your own agent handles that declaration and local clearance. We work with the agent to obtain machine and seller information while the unit is being prepared for export.
